Further to your request received on 22nd August 2026, I confirm that the Council has now considered your request under the Freedom of Information Act 2000 (FOIA).
Questions & Answers)
I am seeking recorded information relating to the Councils organisational structure, the organisations that deliver services connected with the council, and the information request routes recorded by the council.
Please provide the following recorded information:
- A copy of the council’s current organisational structure chart, equivalent document showing the councils directorates, departments, and principal service areas.
- A list of the council’s departments service areas together with the job title responsible for each (where recorded).
- A list of organisations that provide services on behalf of the council, under contract with the council, through partnership arrangements, via arms-length bodies. This includes, where applicable:
- Housing Associations Registered Providers.
- Arms-Length Management Organisations (ALMOs).
- Local Authority Trading Companies.
- Joint ventures.
- Shared service organisations.
- Charities delivering council services.
- Private contractors delivering public services on behalf of the council.

The Contract Register provides a comprehensive record of current awarded contracts and supplier information held by the Council.
The Council does not maintain a separate central record categorising all service-delivery organisations by the headings listed in your request (e.g. charities, joint ventures, shared services, contractors, housing associations). Information held in relation to contracted service providers is contained within individual contract records and published through the Contract Register where appropriate.
- For each organisation identified in Question 3, please provide, where recorded:
- The organisations name.
- The service(s) it delivers.
- The council department responsible for managing the relationship.
- The type of organisation (for example, council-owned company, housing association, contractor, charity, public body, etc.).
Whilst the Council's Contract Register contains supplier names and high-level details of awarded contracts, it does not record in a searchable format all the additional information requested, namely:
Whether the organisation is a housing association, charity, shared service organisation, contractor, joint venture or other body.
Which Council department is responsible for managing the relationship.
Whether the organisation is delivering services through a contract, partnership arrangement, arm's-length arrangement or other delivery model.
To identify and extract this information, the Council would need to undertake a manual review of individual contract files and associated records.
The Contract Register currently contains in excess of 1,000 active and historic contract records. To determine whether each supplier falls within the scope of the request and to identify the additional information requested, officers would need to review the relevant contract record and, where necessary, supporting documentation.
A conservative estimate would be:

This estimate does not include any additional time required to validate organisational classifications, identify relationship owners within service areas, or collate the information into a reportable format.
Based on this estimate, compliance would significantly exceed the appropriate limit of 18 hours prescribed by Section 12 of the Freedom of Information Act 2000.
Suggested Section 16 Advice and Assistance
To bring the request within the cost limit, the requester may wish to consider narrowing the scope by:
- Limiting the request to a specific directorate or service area.
- Limiting the request to contracts awarded within a specified time period.
- Limiting the request to a particular category of organisation (for example charities, housing associations or private contractors only).
- Using the Council's published Contract Register to identify specific organisations of interest and then requesting further information in relation to those organisations only.
- For each organisation identified in Question 3, please provide, where recorded: (S(21) refer to organisations website)
- The organisations general public contact email address.
- Any published Freedom of Information contact email address.
- Any Information Governance contact email address.
- Any dedicated email address online portal used for requests for recorded information.
Section 21 provides an absolute exemption where the requested information is already reasonably accessible to the applicant. The contact details, Freedom of Information arrangements, Information Governance contact details, and any online portals used for information requests by the organisations identified in Question 3 are publicly available via the respective organisations' websites.

As the information is already publicly available, Nottinghamshire County Council is not required to reproduce it within this response in accordance with Section 21 FOIA.
Applicants are advised to refer directly to the relevant organisations' websites, where the most current contact details and request submission routes are maintained.
Accordingly, Section 21 FOIA has been applied to this part of the request.
- Please provide any directory, register document identifying separate contact routes used by council departments partner organisations for:
- Freedom of Information requests.
- Environmental Information Regulations requests.
- Subject Access Requests.
- Information Governance enquiries.
