  Thank you for your request for information relating to Freedom of Information request - Civil Parking Enforcement.

We are now able to provide the following information:

 

1. How many FTE Civil Enforcement Officers does the council deploy

The Council does not deploy Civil Enforcement Officers (CEOs) on an FTE basis. Enforcement services are provided through a contract under which a specified number of deployment hours are purchased.


2. How many PCNs were issued by the authority in FY 2025/26

3. How many FTE staff are involved in PCN processing and appeals

This information is not held. Staff involved in PCN processing and appeals also undertake other enforcement-related functions, and the Council does not record or isolate the specific FTE allocation for these activities.


4. Are the enforcement officers directly employed or provided under contract by an external provider

The enforcement officers are provided under contract by an external provider.


5. Are the back-office staff directly employed or provided under contract by an external provider

For question 5, The council has interpreted "back office staff"  meaning the staff who undertake administrative functions such as:

  • Processing PCNs
  • Handling correspondence and challenges/appeals
  • Managing payments and refunds
  • Maintaining enforcement records and systems
  • Producing reports and responding to enquiries

Yes, staff are directly employed by the Council.


6. If provided via contract, can you:

The current contract expires on 20 December 2027.
