Thank you for your request for information relating to Planned repairs - Roads in Mansfield.

We are now able to provide the following information:

As local authorities responsible for road maintenance and public safety, Mansfield District Council and Nottinghamshire County Council have a duty to ensure that the road network is maintained to an appropriate and safe standard. I would therefore ask that this matter be treated as a priority and that clear information be provided regarding

1 - Planned inspections –

Please see attached a list of all roads in Mansfield district with the inspection frequency for carriageways and footways as well as the month the inspection is due. The month listed is the month which a road has its enhanced/walked inspection. If a road is inspected more frequently than annually then other months are safety/driven inspections.

We are unable to provide the exact inspection dates for all roads and this element of your request is exempt under s.12 of the Freedom of information act – Please see below.

2 - maintenance schedules for roads in Mansfield –

Maintenance schedules do not exist. Reactive maintenance is raised when defects are identified as per the NCC Highway Inspection & Risk Manual (HIRM), available on the below link.

Our Capital programme for 2025-26 is attached which a list of planned maintenance/improvements schemes across the authority. Or other maintenance programmes are published on www.nottshighways.co.uk


Next years highways capital maintenance programme will be announced in March following political approval

3 - Criteria used to determine when permanent repairs are undertaken –

Repairs are identified and ordered as per the NCC HIRM, linked above.

4 - Steps being taken to address the recurring nature of road defects –

5 - What actions will be taken to improve the condition of local roads and prevent further deterioration.

Reason for Refusal – Section 12 (Cost of Compliance Exceeds the Appropriate Limit)
Section 12(1) of the FOIA allows a public authority to refuse a request where it estimates that the cost of locating, retrieving and extracting the requested information would exceed the appropriate limit, currently £450 (equivalent to 18 hours’ work at £25 per hour) for local authorities.

Following a preliminary review, we estimate that responding to your request would require work more than this limit. This is because:

  • The information you requested is not held in a single location, system, or document.
  • Extensive manual searching across multiple systems, records, or archives would be required.
  • Identifying, locating and extracting the relevant information would take significantly more than 18 hours of officer time.
As a result, the cost of compliance would exceed the statutory limit, and we are therefore not obliged to comply with your request.

However, under Section 16 FOIA, we have a duty to provide reasonable advice and assistance to help you refine your request so that it may fall within the cost limit.
To help you resubmit a request that we may be able to process, we suggest the following:
  • Narrow the timeframe (e.g., a specific year or defined period).
  • Limit the scope to a particular document type, reservoir site, incident, or subject area.
  • Identify specific information rather than requesting all information held on a broad topic.
  • Ask for summaries or “high-level” information, which is often easier and quicker to compile.
