FREEDOM OF INFORMATION ACT 2000 – REQUEST FOR INFORMATION REFERENCE FOI/5683

Thank you for your request for information relating to Road Repairs.

We are now able to provide the following information:

Question 1
Do you use internal or external contractors to facilitate the following pothole repairs, patching works, pre patching and small scale resurfacing projects – Via East Midlands Ltd carries out works on behalf of Nottinghamshire County Council using a range of internal labour and external sub-contractor partners.

Question 2
What machinery do you use for pothole repairs, patching works, pre patching and small scale resurfacing works – For smaller patches/pothole repairs this would usually be carried out using whacker plates, breakers and stihl saws. Larger patching repairs or resurfacing works would involve planers, pavers, rollers, breakers, sprays and stihl saws. There are many vehicles and plant involved in this type of work, so it is difficult to provide a definitive list.

Question 3
How much do you spend per pothole repair on average via traditional methods and machinery repairs – Information isn’t recorded at this level.

Question 4
How much does it cost you to repair each identified pothole on average - Information isn’t recorded at this level.

Question 5
Are you in contact with a company for pothole/patching/pre-pathing repairs if so who is this contractor with – Via East Midlands Ltd provides highways, fleet management and maintenance functions to the residents of Nottinghamshire in partnership with Nottinghamshire County Council. Via is wholly owned by Nottinghamshire County Council.

How many years does this contract have left to run for pothole/patching works – Via East Midlands contract ends in 2031.

Question 7
What machinery have you reviewed/received a demo on to speed up carriageway repairs – Previous trials/demos have included the JCB Pothole Pro, Mastic Asphalt Repairs, Nuphalt Thermal Repairs and Archway’s Roadmaster Spray Injection Patching. The Archway Roadmaster was implemented, and an annual programme is now produced for repairs across the county. Further trials of mastic materials are planned in the 2025-26 financial year.

Question 8
How do you fund pothole & patching repairs, Capital or revenue, what is the split – Both, we are unable to confirm the split for this financial year as this hasn’t been fully confirmed yet.

Do you use your own internal teams for Highways repairs In relation to potholes/ patching and pre patching - Via East Midlands Ltd carries out works on behalf of Nottinghamshire County Council using a range of internal labour and external sub-contractor partners.

  • What frameworks do you call upon for additional machinery or operatives, in relation to Highway repairs –  Via East Midlands utilise two of their own frameworks –
    • Sub Contractor Framework DN753449 – Expires April 2029
    • Construction and Maintenance Delivery Partnership Framework DN586654 – Expires March 2026
