Thank you for your request for information about perishable goods permit allocations on Regent Street, Mansfield, which we received on 23 July 2025.  Your request has been considered under the Environmental Information Regulations 2004 (EIR).

The information you requested is:

A copy of the permit conditions granted to the business in question (Toffee Hut), including whether the permit is unlimited in duration or scope, and whether any exceptions were made. – The permit was issued with the following terms and conditions https://secure.mipermit.com/nottinghamshire/Application/ObjectViewer.aspxType=TNC&ID=20252.

A clear explanation of the eligibility criteria and the process used in assessing applications for Perishable Goods Permits on Regent Street or the surrounding area. - Access into the pedestrianised area in Mansfield Town Centre is restricted to before 10 am and after 4pm for access to businesses for loading and unloading.  This is to ensure that the amount of vehicles in the town centre is minimised to prevent unnecessary conflict with pedestrians.  Businesses that trade in perishable goods (typically fresh foodstuffs, flowers etc) can apply to the County Council for an access permit to allow access outside of these hours.  These permits are very limited and allow access only for loading and unloading.

A copy of the Equality Impact Assessment (EIA) (if conducted), showing that the impact on other nearby businesses and the wider community was considered. - There has been no Equality Impact Assessment undertaken on this as the impact is considered minimal on the wider public but essential to support certain businesses.

The name or designation of the officer or decision-making body responsible for authorising the permit. – Traffic Manager, Nottinghamshire County Council.

Clarification on whether any consultation or notification was carried out with surrounding businesses before the permit was issued. - No

A list or summary of other businesses that have applied for Perishable Goods Permits on Regent Street or in the immediate vicinity. – As well as the Toffee Hut the following businesses on Regent Street also hold a Perishable Goods Permit, David Boot Butchers and Bloomin Wonderful Florists.

The outcome of those applications (approved or denied), including general reasons for approval/refusal where possible. – We only hold details of businesses that have successfully been granted a permit we do not keep a record of unsuccessful applications.  Applications are approved because they meet the terms of the permit outlined in the answer to your first question.  An overview of the permit can also be found here https://www.nottinghamshire.gov.uk/transport/parking/perishable-goods-permits.
