HS2 (FOI/6802)

Message from Nottinghamshire County Council - 11 December 2025

Dear *********

FREEDOM OF INFORMATION ACT 2000 – REQUEST FOR INFORMATION REFERENCE FOI/6802

Thank you for your request for information relating to HS2.

We are now able to provide the following information:

Responding to the FOI part of your request:

Since Oct 2023 HS2 has been ´cancelled north of Birmingham´ although High Speed Rail Preparation Act (2013) remains in force. It would also include any plans or discussions relating to Nottingham Forest being relocated to Toton, as part of discussions about city ground purchase / lease.
HS2 intended to demolish No15&16 carnforth for an A52 roundabout and access road; as ours is the only suitable flat land to access Toton sidings (other than restrictive access via Bessel Lane underpass. This could also include any plans or discussions with Stapleford Town Planning over their Neighbourhood Plan (drafts or otherwise). It would also include any artists impressions by HS2 or others, and any (Stapleford) Town Deal discussions.

Response
NCC Transport Planning and Programme Development Team are not aware of any formal officer discussions in relation to a relocation of Forest to Toton or how serious such discussions were.  Plans, like HS2, would not have been NCC driven and have moved on with Forest having just consulted on expansion to the existing Trent Bridge ground.

HS2 were looking at access arrangements for a potential parkway at Toton, however, any plans or discussions would have been with The National Highways Agency not NCC.
Any internal discussion were managed through the EMDevCo not NCC direct. There were meetings with neighbourhood groups but NCC were not directly involved (again through EMDevCo).
NCC would have supported the need to have good access off the strategic road network but would not have been involved in design of said junction.

Affected land may have been safeguarded by HS2 but this is no longer the case.

We trust this now satisfies your request and that you find this information to be helpful, however if you are unhappy with the way in which your request has been handled, then please email us at [email protected] quoting the reference FOI/6802 and we will be happy to review your request
