Further to your request received on 19th May 2026, I confirm that the Council has now considered your request under the Freedom of Information Act 2000.
Questions & Answers)
In each of the children and youth offending services departments within your local authority, please provide the following details:
- Who is your current software supplier for Education Services & Youth Justice
- What was the total contract value, as originally contracted
- What was the contract term in years and what is the expiry date
- Are there any planned/optional extension periods, if so, how many
- What procurement route was used (e.g. open tender, direct award, framework)
- In each of the following service areas:
Statutory Education provision (for recording of DfE data and returns for areas such as admissions, early years, attendance, exclusions, education psychology). see above.
Special Educational Needs and Disabilities (SEND). see above.
Youth Justice (used to manage statutory YJB case management and returns). see above.
Post-16/NCCIS youth provision (used for returns to DfE for education, training, and employment 16+). see above.
Virtual school (used to record information related to children looked after). see above.
Family information service (FIS)/early years/children’s centres (used for early years data/case management and statutory funding). see above.
Statutory schools’ data collection (used to pull in and aggregate data from all school management information systems). see above.
*For this FOI, we are not supplying any individual supplier or solution/product information.
This is exemption information under section 31 of Freedom of Information Act. The public interest in disclosure for transparency, scrutiny and accountability of public bodies is outweighed by the public interest in ensuring the risks to operations and assets of public authorities are not exposed to malicious actors.
This is due to the following:
- Any information that could be used by hackers, scammers, and other malicious actors to compromise the Council’s ICT systems and cyber security should not be disclosed to external organisations, partners or members of the public.
- Examples of information which could be used by malicious actors, particularly if comprised of details relating to short time periods of less than a year, include:
- Use of external cyber/online security contractors, firms; and
- Details of ICT and cyber security systems, procedures, policies and contracts particular to the Council.
