FREEDOM OF INFORMATION ACT 2000 – REQUEST FOR INFORMATION REFERENCE FOI/6836

Thank you for your request for information relating to Adult Autism and Learning Disability Services.

We are now able to provide the following information:

Question 1 -Please tell us the average (arithmetic mean in £ and pence) rate you pay for framework externally provided adult learning disability and autism services (not your in-house services) for each of the service types as follows:

Please note that the Notts County Council social care database does not have a separate category for people with autism. Most people with autism are classed under learning disability.

A. The weekly rate for Residential homes (including profound and multiple learning disability (PMLD) services and respite care)

Notts County Council does not have set weekly rates for residential/nursing care for people with learning disabilities.The current average weekly rate being paid is £2,555.44

B. 
The hourly rate for Domiciliary care

There is not a specific rate for people with a learning disability. The current average domiciliary rates is £25.82.

C. The hourly rate for Supported living for people with non-complex support needs

Average rate for Outreach and Supported Living with Accommodation is £23.38

D. The hourly rate for Supported Living for people with complex support needs

Average rate for Supported Living Plus both with or without Accommodation is £25.47.

E. Please provide your criteria for the application of the complex rate (mentioned in 1d).

These are packages for people with complex needs requiring more than 100 hours of support per week.
 


Question 2 -Please tell us the average (arithmetic mean as a percentage) annual fee rate uplift (inflationary uplift) you have implemented in 2025/26 for externally provided adult learning disability and autism services (not your in-house services) for each of the service types as follows:

Question 3 -For question 3, we are asking for two different service fee rates relating to adult learning disability and autism day services.

3i. Supported in a group
A. Please tell us the average (arithmetic mean in £ and pence) rate you pay per hour for someone supported in externally commissioned day services in a group (for example, the day rate divided by 6 hours + staff and people present)


Notts County Council commission day care packages by session, one session being a morning or afternoon. We are unable to report on whether the day care package is for a group or nor. The current session rate for all day care from external providers is £29.26.

B. Do your day services for those supported in a group include transport Yes/No

No, transport is commissioned separately.

3ii. 1-1 support
A. Again, focusing on day services, please tell us the average (arithmetic mean in £ and pence) rate you pay per hour for someone who needs 1-1 support

No, transport is commissioned separately.

Please note: If two staff are supporting up to 8 people, we would expect the hourly rate for the service to be approximately a quarter of the hourly rate for a one-to-one service

Question 4
Regarding the quality and contract monitoring of your externally provided adult learning disability and autism day services, does the Council currently use, plan to adopt in the financial year 2025/26, the Provider Assessment and Market Management Solution (PAMMS)an entirely internal quality monitoring framework Yes/No

Notts County Council does not currently use PAMMS or has any plans to do so. We have an established audit framework for all daycare services.
