Thank you for your request for information relating to EHCPs.
We are now able to provide the following information:
Unfortunately we are not able to respond to Questions 1a; 2a; 3a; 4a. This information is not recorded on our electronic systems and would required a manual search of each individual EHCPs which would take over the time period allowed under FOI, please see below for exemption applied.
Q1. Between 1 October 2023 and 31st March 2024 how many/ what % of new EHCPs were finalised within 20 weeks of the initial request to assess
Answer 483 new EHCPs (excluding exceptions) were issued. 154 of these were issued within 20 weeks or 31.9%
Q2. Between 1st April 2024 and 30 September 2024, what % of EHCPs were finalised within 20 weeks of the initial request to assess
Answer 701 new EHCPs (excluding exceptions) were issued. 256 of these were issued within 20 weeks or 36.5%
Q3. Between 1 October 2023 and 31st March 2024 how many/ what % of reviewed EHCPs were finalised within 12 weeks of the review meeting
Answer 1252 were completed in timescale or 45.5% of those due
Q4. Between 1st April 2024 and 30 September 2024, how many/ what % of reviewed EHCPs were finalised within 12 weeks of the review meeting
Answer 895 were completed in timescale or 49.2% of those due.

I confirm that the authority holds information falling within the description specified in your request. However, we estimate that the cost of complying with your request would exceed the appropriate limit. The appropriate limit has been specified in regulations and for local authorities it is set at £450. This represents the estimated cost of one person spending 2 1/2 working days in determining whether the Department holds the information, and locating, retrieving and extracting the information. Under section 12 of the Freedom of Information Act the Department is not obliged to comply with your request and we will not be processing your request further.
Having applied an absolute exemption I am not required to consider the balance of public interest for and against disclosure.
