FREEDOM OF INFORMATION ACT 2000 – REQUEST FOR INFORMATION REFERENCE FOI/7164

Thank you for your request for information relating to Demand For Community Equipment, Clinical Wheelchair and Home Improvement Agency.

We are now able to provide the following information:

ICELS is a Partnership run on behalf of Nottingham City Council, Notts County Council and the ICB for the whole of city and county of Notts.
We commission The British red cross to provide this service to anyone assessed as needing equipment who live within the borders of Nottingham City and Notts County.
The service is Hosted by Notts County Council, so all FOI’s related to this service are responded to vis the Notts County Council FOI leads.
The most recent service tender was awarded in April 2023 on a framework agreement with contract term of 5+5 and possibility of further extension if all parties are happy to continue.

All partners pay into a S75 Pooled Budget on a percentage of usage basis which is reviewed every year for 3 year rolling averages. The ICB currently contributes around 63% of the pooled budget.
The Annual budget has been set at £10m a year since April 2023, with partners paying any overspends at year end in line with our Partnership Agreement.  Any budget surpluses are rolled into Reserves.

We are not expecting a formal budget uplift for 2026/27.
