Thank you for your email of 4 November 2024 where you requested information about the LGA pay settlement.

The information you requested is:

1.How much did the recent LGA Pay settlement add to the payroll cost for the current financial year - Based on staffing data as at 1 November 2024, estimated salary increases for Corporate staff of £6.658 million, £2.449 million for school staff – £9.107 million in total

2. How much additional employer National Insurance contributions are due resulting from the pay award - Based on staffing data as at 1 November 2024, estimated employer National Insurance increases for Corporate staff of £0.857 million, £0.317 million for school staff – £1.174 million in total

3. How much additional employer pension costs are due resulting from the pay award - Based on staffing data as at 1 November 2024, estimated employer pensions cost increases for Corporate staff of £1.301 million, £0.486 million for school staff – £1.787 million in total

4. What %age of Gross pay does the Council contribute to Pension costs - LGPS employer contribution rate of 20.6% for financial year 2024/25.

5. Does the Council pay the minimum real Living Wage of £12.60 per hour recommended by the Living Wage Foundation - The Council will be implementing the Living Wage Foundation rate of £12.60 in December 2024.

6. When does the Council implement the rate that was published on 23rd October 2024 and is this backdated to the beginning of April 2024 - The rate will be backdated to the 1 November 2024

7. What will be the additional cost incurred by the Council in 2025/26 budget resulting from the Government decision to increase the employers National Insurance rate from 13.8% to 15% and the decision to reduce the threshold from £9,100 to £5,000 - Based upon the current staffing establishment as of 1 November 2024, the employers National Insurance costs are expected to increase for Corporate staff of £4.814 million, £3.176 million for school staff – £7.990 million in total based upon the threshold and rate change.

8. What is the Council forecast increase in payroll cost for the local government pay award for 2025/26 - 3%

9. What additional National Insurance and Pension Costs would be due resulting from the 2025/26 local government pay award - The increase amount is currently unknown and therefore these costs cannot be reported

10. What is the additional cost forecast for the increase in employer National insurance rates relating to elected members - Based upon the current elected members as of 1 November 2024, the employers National Insurance costs are expected to increase in the region of £0.016 million based upon the threshold and rate change.

11. How much of the additional costs will be met from Council Tax – The Council does not hypothecate expenditure to funding sources.
