EIR 2004 – REQUEST FOR INFORMATION REFERENCE FOI/7983

Thank you for your request for information relating to Kersall Road, Kneesall pothole reports.  

We are now able to provide the following information:

1. Please provide details of any further claims resulting from this pothole (successful or not).

The Council has received 1 claim in relation to this defect. However, details pertaining to the claim are exempt under Regulation 13(1) of the Environmental Information Regulations 2004 (personal data).

Disclosure of this information would involve the release of personal data relating to an identifiable individual and would contravene the principles of the UK General Data Protection Regulation (UK GDPR), in particular the requirement that personal data is processed lawfully, fairly and transparently.

As this is an absolute exception, we have not carried out a public interest test.


2. Please provide the Council’s current staff competency framework for inspection and repair of highway potholes.

There is no publicly available, standalone “Nottinghamshire County Council / Via East Midlands pothole inspector competency framework” document that sets out staff competence specifically for pothole inspection and repair. Work is carried out using a combination of:

  1. Nottinghamshire County Council Highway Inspection & Risk Manual (HIRM) see link https://www.nottinghamshire.gov.uk/transport/roads/highway-inspection-manual
  2. The national UK Highway Inspector Competence Framework (UKRLG / IHE) (skills/competence standard).

Further to the above Nottinghamshire/Via align to the UK Roads Liaison Group (UKRLG) Highway Inspector Competence Framework (HICF):
The UK framework defines:
    • Core competencies
    • Optional competencies
    • Training and evidence requirements for inspectors
It supports the “Well-managed Highway Infrastructure” Code of Practice, which councils (including Nottinghamshire) follow.
  • Training providers (including Via East Midlands’ training centre) deliver courses aligned to this framework and feed into the National Register of Highway Inspectors
