Further to your request received on 13th May 2026, I confirm that the Council has now considered your request under the Freedom of Information Act 2000.

  1. What Built Environment Digital System does your council currently use

  1. Are there any known limitations or challenges within your current Built Environment System (e.g., usability, reporting, integrations, configurability), if so, what 
The current asset management system covers all areas needed but is always being developed and improved to provide better efficiency of working.
  1. When does the current contract for your Built Environment System expire
Contract expires 30th June 2028.
  1. What is the total contract value of your current Built Environment system (including any extensions)
3-year term £403,000.
  1. In light of the upcoming Local Government Reorganisation (LGR), has the council undertaken (or does it plan to undertake) any review, consolidation, or replacement of systems used within Built Environment services If so, please provide details of the scope, expected timelines, and whether this activity is anticipated to be delivered within the first 12 months of reorganisation or as part of a longer-term (e.g. 3-year) plan.
The 3 year contract was taken with the timing of LGR in mind, at this moment in time it is unknown whether the current system will be taken forward or not, due to the unknowns of LGR itself; we envisage that it will not be a solely NCC decision which asset management system we take forward, we will be championing for the system we currently have in place as it has received constant development over the past 2 decades.

*For this FOI for Q1, we are not supplying any individual supplier or solution/product information.

This is exemption information under section 31 of Freedom of Information Act. The public interest in disclosure for transparency, scrutiny and accountability of public bodies is outweighed by the public interest in ensuring the risks to operations and assets of public authorities are not exposed to malicious actors.

This is due to the following:
  1. Any information that could be used by hackers, scammers, and other malicious actors to compromise the Council’s ICT systems and cyber security should not be disclosed to external organisations, partners or members of the public.
  1. Examples of information which could be used by malicious actors, particularly if comprised of details relating to short time periods of less than a year, include:
  • Use of external cyber/online security contractors, firms; and
  • Details of ICT and cyber security systems, procedures, policies and contracts particular to the Council.
