I write further to your request for information received on 22/05/2026 in your email you requested the following:
Sound recording of Public Inquiry at Mansfield Civic Centre - NCC Countryside Access
We have considered your request under the Environmental Information Regulations 2004. On completion of the review of information, it was found that the requested information comprises an automated transcript generated during a public inquiry for live captioning purposes only.
The Council can confirm that:
- The transcript was not intended to form an official or authoritative record
- It was produced solely to support accessibility for live participation
- It has not been quality assured, validated, or attributed to speakers
- It is inherently unreliable, containing significant inaccuracies and omissions
- No final or verified version exists, and none will be produced
Regulation 12(4)(d) – Material in the Course of Completion
- Although no final version will be produced, the transcript represents raw, unprocessed output generated as part of a live process, which was never intended for formal use or disclosure.
- It remains unfinished in the sense that it has not undergone any editorial, verification, or attribution process necessary to make it intelligible or reliable.
The transcript contains:
- Names and identifying information of individuals
- Contributions made by identifiable participants in a public forum
- Content which, when combined with context, may identify individuals
- Statements are inaccurately transcribed
- Individuals could be misrepresented
- There is no reliable attribution of comments
Information reflects contributions made by participants (including members of the public and representatives) during a live inquiry.
Disclosure of an inaccurate and unreliable transcript:
- Would risk misrepresenting views expressed
- Could prejudice participants" interests, particularly where statements are incorrectly captured
- May deter future participation in public processes
Factors in favour of disclosure
- Transparency of public inquiry processes
- Public understanding of environmental decision-making
- Accountability for how evidence and views are recorded
- The transcript is demonstrably unreliable and misleading
- There is no mechanism to verify or correct inaccuracies
- Disclosure risks misattributing statements to individuals
- Potential unfair reputational harm to participants and the Council
- Undermines trust in public consultation processes if inaccurate records are released
On balance, the Council considers that the public interest in maintaining the exception outweighs the public interest in disclosure, as releasing the information would place misleading and unreliable material into the public domain.
The Council publishes Access to Information requests and responses on its online Disclosure Log. Only requests deemed to be in the public interest will be included and any request included within this log will be de-personalised accordingly.
