Further to your request received on 26th March 2026, I confirm that the Council has now considered your request under the Environmental Information Regulations 2004.

Questions)
I am writing to request information under the Environmental Information Regulations 2004 (EIR).

This request relates to historic access, highways, and public rights of way associated with planning application:
96/51306/OUT

I would be grateful if you could provide:
  • Any consultation responses submitted by Highways or Countryside Access in relation to this application.
  • Any records of approved access arrangements linked to this development.
  • Any highways conditions or recommendations provided at the time.
  • Any objections, concerns, or limitations raised regarding access or traffic.
  • Any records relating to vehicular rights, restrictions, or limitations on:
    • Footpath No. 9
    • Bridleway No. 7
  • Any adjoining access routes (including Manor House Drive).
  • In addition, please provide:
    • Any historic records relating to the status of these routes prior to and following the 2010 stopping up order.
    • Any documentation clarifying whether vehicular use was permitted, restricted, or extinguished.
    • Any safety assessments, risk considerations, or internal correspondence regarding use of these routes by vehicles.

Given ongoing concerns regarding vehicle use on routes designated for non-mechanised users, and the absence of control measures, this information is essential to clarify the lawful position.
