FREEDOM OF INFORMATION ACT 2000 – REQUEST FOR INFORMATION REFERENCE FOI/6621:

Thank you for your request for information relating to EHCP quality assurance: 

1. Has your council used Invision360"s education, health and care plan (EHCP) quality assurance tool If so, please confirm and continue to the following questions. If not, please confirm you have not used it. 

Nottinghamshire County Council has only recently (September 2025) procured Invision 360. However, we are in the early stages of training and development so have not yet begun to use the software and collect any data.

2. Please can you provide a copy of your complete data on what your EHCPs were rated using the software, for each month the software was used Please can this include how this benchmarked against the national average at the time, if the company provided you with one. As I understand it, they used the Ofsted ratings until recently, when they changed to gold, silver, bronze and significant gaps. Please can this also include the number of EHCPs reviewed as a percentage of total EHCPs at the time.

4. What other EHCP quality assurance methods does your council use

Nottinghamshire has a 5-level quality assurance framework as below:

 
Level 1: Advice Quality Control

At this level, individual agencies and professionals perform internal quality control measures before submitting their professional advice. This self-assessment ensures the advice provided is of high quality, the documentation is complete, and everything aligns with statutory requirements and best practices.

Level 2: Draft Quality Control

At this stage, EHCP drafts undergo peer review to enhance objectivity and ensure alignment with quality standards. 

•  Peer-to-Peer Quality Control Tool: A colleague within the team evaluates every draft using a standardised tool.
•  Digital Audit Tool: A random selection of EHCP drafts is then further reviewed via a digital platform, providing real-time data tracking and quality monitoring.

Level 3: Thematic Review

Thematic reviews analyse patterns and trends identified through Levels 1 and 2 to support whole-system learning.

Level 4: Senior Moderation

Senior moderation introduces a strategic layer of scrutiny, with local authority send teams. A *****ple of plans from Level 2 are reviewed to ensure consistency and rigour.

Level 5: Multi-Agency Audits

This final level brings together professionals from education, health, social care, and Parent Carer Forums across both councils and the Integrated Care Board (ICB).
