Further to your request received on 8th May 2026, I confirm that the Council has now considered your request under the Freedom of Information Act 2000.

Questions & Answers)
  1. The total number of EHCP annual reviews currently overdue.
669 young people, this includes all stages of the annual review pathway before it is submitted to us to make a decision on the EHCP.
 
  1. Of those in Q1, the number overdue by:
  • less than 3 months
364 Young people
  • 3 to 6 months
519 Young people
  • more than 6 months
150 Young people
 
  1. The total number of phase transfer cases for the next academic year where the final EHCP naming the destination placement has not yet been issued.
291 young people from Nursery 2, year 2 and Year 6 currently awaiting placement not yet issued. We currently do not hold the data for Year 11. 
 
  1. Of those in Q3, the number relating to:
  • primary to secondary transfer
128 Young people
  • secondary to post -16 transfer
We currently do not have track of this due to the restructure.
 
  1. The number of children and young people currently being educated under an interim arrangement because the annual review or phase transfer process has not yet concluded.
The Council does not hold this information in a readily reportable format. To determine this, it would be necessary to manually review individual case records.

We estimate that complying with this request would exceed the appropriate cost limit set out under Section 12 of the Freedom of Information Act 2000. There are over 6,000 records that would need to be reviewed, and at an estimated 3 minutes per record, this would equate to approximately 300 hours of work. This significantly exceeds the 18-hour limit prescribed by the Act.

Under Section 16 of the Act, we have a duty to provide advice and assistance. To help bring your request within the cost limit, you may wish to consider narrowing its scope. For example, you could:
  • Limit the request to a specific timeframe (e.g. the last academic year)
  • Focus on a particular cohort, age range, or service area
