FREEDOM OF INFORMATION ACT 2000 – REQUEST FOR INFORMATION REFERENCE FOI/8571.

Thank you for your request for information relating to education provision and developer contributions (Harworth & Bircotes - Early Years Demand, S106 Funding and Nursery Provision). 


Your Request

My request concerns early years education and childcare provision for children aged 0-4 in Harworth & Bircotes, particularly the impact of residential development and the use of Section 106 developer contributions.

Please provide:

1. A list of all Harworth & Bircotes residential developments/planning applications for which Nottinghamshire County Council advised that an education S106 contribution was required.

2. For each development:

* Planning application reference;
* Site address;
* Number of dwellings;
* Education contribution requested;
* Education contribution received;
* Date received;
* Current balance;
* Amount spent;
* Amount committed but not yet spent;
* Spending deadline.

3. Please state whether the education contribution calculation for each development included anticipated demand from children aged 0-4.

4. Please provide the methodology, formula, assumptions, pupil-generation figures used to calculate any early-years requirement.

5. Please state the number of additional early-years places forecast to be required from each major Harworth & Bircotes housing development.

6. Please identify whether any S106 money was specifically secured for:

* Nursery places;
* Pre-school places;
* Early years education;
* Childcare;
* Expansion of early years settings;
* Nursery provision within primary schools.

7. For each such contribution, please provide the amount agreed, received, spent and remaining.

8. Please identify the specific early years setting, nursery, schoolchildcare facility that receivedis due to receive the funding.

9. Please state how many additional early years places were createdare expected to be created as a result of that funding.

10. Please provide copies of any assessments, reports, correspondenceconsultation responses concerning the impact of Harworth & Bircotes housing growth on early years provision.

11. Please identify any Harworth & Bircotes development where NCC identified a need for additional early-years provision but did not request an S106 contribution.

12. For each such case, please provide the reason why a contribution was not requested.

13. Please identify any education S106 funding from Harworth & Bircotes which remains unspent.

14. For any unspent funding, please state whether it has been committed to a project and, if so, identify the project.

15. Please identify any education S106 contributions which have expired, been returned,are due to be returned to developers.

16. Please provide the latest assessment held by NCC of:

* Current early-years capacity in Harworth & Bircotes;
* Current demand;
* Current surplus/shortfall;
* Projected demand arising from planned housing;
* Number of additional places required.

17. Please provide any assessment of the cumulative impact of housing growth in Harworth & Bircotes on early-years provision.

18. Please provide details of any planned investment in early-years provision in Harworth & Bircotes and identify the funding source.

For clarity, this request is specifically concerned with early years provision for children aged 0-4, rather than general primary/secondary school provision.

Where information is already publicly available, please provide the relevant document link.

Where possible, please provide financial information in Excel/CSV format.


Our Response

We do not hold this information. We note all of these questions concern early years provision. In accordance with our Developer Contributions Strategy, the Council does not currently have a protocol for seeking contributions towards expanding existing early years facilities because the majority of extra demand will be met through private facilities. Therefore, Nottinghamshire County Council has not requested, nor secured nor received any developer contributions for expansion of early years facilities in Harworth and Bircotes. 

We note that Q1-2 seeks information regarding ‘education’ S106 contributions. We do hold data on this, but it relates only to primary education - not early years. Therefore we have not provided it as it is out of scope of your request.
