Further to your request received on 26th January 2026, I confirm that the Council has now considered your request under the Freedom of Information Act 2000.

  1. How is funding and contracting for TEC structured in your Local Authority – which body leads on contracting and what proportion of funding is supplied by the local Integrated Care Board vs from your own budgets

Funding is allocated as part of the overall social care budget; there is also some income from charges for telecare.  The Strategic Commissioning Team within the Adult Social Care & Health department leads on contracting.  There is no specific ongoing funding allocated for TEC by the Integrated Care Board.
 
  1. What is the total budget allocated for TEC services for the current financial year, and what is the planned budget for the next financial year.  - if this is not known, can you provide a percentage estimate of whether it will be higher, lower, or unchanged compared with the current budget

Next year’s budget has not been agreed but is likely to be broadly in line with 25/26.  The budget for 25/26 is £1.03m.
 
  1. What was the total expenditure (£) on TEC in your Local Authority for each of the last three financial years

22/23: £720k
23/24: £880k
24/25: £980k
*including internal staff costs.
 
  1. What proportion of expenditure was on outsourced (i.e. independent sector) service providers for each of the last three financial years

22/23: 70%
23/24: 84%
24/25: 79%
 
  1. Which independent providers did you use for TEC services in the last financial year, and what value of total spending was with each provider For example, Tunstall, Millbrook, Healthcare/Livity Life, Access

  1. Is your local TEC service shared with other local authorities If so, please provide a list of these authorities  

EXEMPT (See Exemption below).

For this FOI, we are not supplying any specific information on any providers or suppliers of TEC services and no information on other local authorities.
This is exemption information under section 31 of Freedom of Information Act. The public interest in disclosure for transparency, scrutiny and accountability of public bodies is outweighed by the public interest in ensuring the risks to operations and assets of public authorities are not exposed to malicious actors.

This is due to the following:
  1. Any information that could be used by hackers, scammers, and other malicious actors to compromise the Council’s ICT systems and cyber security should not be disclosed to external organisations, partners or members of the public. 
  1. Examples of information which could be used by malicious actors, particularly if comprised of details relating to short time periods of less than a year, include:
  • Use of external cyber/online security contractors, firms; and 
  • Details of ICT and cyber security systems, procedures, policies, and contracts particular to the Council.
 
  1. When was the service last tendered, and to when is the current contract expected to run until

Service last tendered in Dec 2025, current contract runs until April 2028 but with options to extend until April 2030.
