Thank you for your request for information regarding air quality monitoring provision within Nottinghamshire County Council (NCC).

The information requested is environmental information as defined by Regulation 2(1) of the Environmental Information Regulations 2004 (EIR) and has therefore been considered under those Regulations.

Information held by Nottinghamshire County Council

Nottinghamshire County Council does not operate or commission an air quality monitoring network and does not have responsibility for local air quality monitoring within the county.

Responsibility for local air quality monitoring, operation and maintenance of monitoring equipment, declaration and management of Air Quality Management Areas (AQMAs), and related reporting functions generally rests with the relevant district and borough councils, which are the designated Local Air Quality Authorities.

Consequently, NCC does not hold information in relation to:

  • Air quality monitoring stations or sensors operated within the county;
  • The number, location, ownership, manufacturer, model, or technical specification of monitoring equipment;
  • Acquisition costs, maintenance arrangements, servicing contracts, lease arrangements, or operating agreements relating to air quality monitoring equipment;
  • Air quality monitoring system operating costs or budgets;
  • Plans for expansion or development of local air quality monitoring networks;
  • External funding applications or grants specifically relating to air quality monitoring equipment or networks;
  • Integration of monitoring data into public air quality platforms;
  • Operational use of locally collected monitoring data or publication of such data.

Under Regulation 12(4)(a) of the EIR, this information is not held by Nottinghamshire County Council.

Collaboration on air quality

Although NCC does not operate an air quality monitoring network, the Council works collaboratively with district and borough councils and other partners on air quality matters at a strategic level.

This includes participation in, and support for, the Air Quality Strategy for Nottingham and Nottinghamshire 2020-2030, which was developed jointly with partner organisations across Nottinghamshire.

Planning and environmental permitting functions

NCC"s planning functions are limited to matters such as minerals, waste and the Council"s own development proposals. Air quality impacts may be considered as part of the planning process where relevant and in accordance with applicable planning legislation, policy and guidance. However, NCC does not hold a central record of air quality monitoring requirements, monitoring conditions, or associated monitoring data as described in your request.

NCC is not the pri*****authority responsible for industrial environmental permitting relating to local air emissions and therefore does not hold the information requested regarding permit conditions, emission limits, monitoring requirements or operator reporting arrangements.

Information available from other public authorities

The information sought is more likely to be held by the relevant district or borough council for the area concerned. These authorities are responsible for local air quality management functions and associated monitoring activities:
