Thank you for your request for:

Please can you provide any training materials held in relation to pot hole identification and repair that is or has been used in the last 3 years to train staff.

We received your request on the 30 July 2024.

Following careful consideration, I regret to inform you that we have decided not to disclose this information.

The information you request is being withheld because it falls under the exception in regulation 12(4)(e) of the Environmental Information Regulations 2004 (EIR).

Exception 12(4)(e) says:

(e)the request involves the disclosure of internal communications.

In applying this exception, we have had to balance the public interest in disclosure.  The factors we considered in deciding where the public interest lay in favour of release are:
 
  • wishing to be open and transparent as a public authority;
  • greater public awareness and understanding of environmental matters;
  • more effective public participation in environmental decision-making.

The factors we considered in deciding where the public interest lay against release are:
 
  • the training materials were designed for an internal audience;
  • some of the data in the materials in relation to statistics is now out of date and may mislead if place in the public domain.

On balance we find it is not in the public interest to release the training materials.
