Thank you for your request for information about developer contributions, which we received on 4 June 2025.  Your request has been considered under the Environmental Information Regulations 2004 (EIR).

The information you requested is:
 
  1. Are you charging community infrastructure levy (CIL) If yes, how much were the agreed/ secured CIL and mayoral CIL developer contributions (in £) for 2018-19, 2023-24 and 2024-25 - The CIL is charged by the local planning authorities (district/borough councils) rather than the County Council, so this is not applicable.
 
  1. What was the nominal value (in £) of agreed/ secured developer contributions in 2018-19, 2023-24 and 2024-25 made in regard to section 106 planning obligations - Please note that the County Council is only a signatory to s106 agreements where contributions are to be secured towards its services including: Education, Highways, Transport and Travel, Community Facilities (Libraries) and Other (Waste Management).  The attached spreadsheet displays the total amount secured for these services through s106s that were signed by Nottinghamshire County Council during the years 2018-19, 2023-24, 2024-25.  Further contributions may have been secured by the district councils for services that are not operated by Nottinghamshire County Council (NCC) (such as Health or Open Space) or on behalf of NCC, where NCC was not included as a signatory to the s106 agreement.
 
  1. What were the values (in £) for those developer contributions in each planning obligation category in 2018-19, 2023-24 and 2024-25 Please provide a breakdown (in £) for each category identified by the LGA (https://www.local.gov.uk/pas/topics/infrastructure/developer-contributions/infrastructure-funding-statements#identifying-categories-of-section-106-planning-obligation) - i.e. Affordable housing, Bonds, Community facilities, Digital infrastructure, Education, Flood and water management, Green infrastructure, Health, Highways, Land, Open space and leisure, Section 106 monitoring charges, Transport and travel, or Other - or a similar categorization method that you use. - Please see response to Question 2.  The attached spreadsheet displays the total amount agreed for each category.
 
  1. What were the non-monetary contributions secured through S106 agreements during 2018-19, 2023-24 and 2024-25, in terms of total number of affordable housing units and number of school places that will be provided School places will only be provided in-kind by housing developers where a new school is to be provided within the development and the developer is required build the school. Please see below places secured in-kind via s106s signed during 2018-19, 2023-24, 2024-25.

2019/20 – 210 places (Former Thoresby Colliery Ollerton Road Edwinstowe, 16/02173/OUTM)
2023/24 – N/A
2024/25 – 420 places (Land South of Fernwood, 16/00506/OUTM)
 
  1. How many affordable homes were delivered in 2018-19, 2023-24 and 2024-25, and how many of those were categorised as social rent, affordable rent, intermediate rent, shared ownership, affordable home ownership, and other How many in each category were delivered through S106 agreements - N/A - affordable housing is the responsibility of the district and borough councils, rather than the county council.
