Thank you for your enquiry regarding the two claims inspections referenced (19075530 and 21581012).

When a report is submitted via the online system, mobile application, or Customer Service Centre, a reference number is automatically generated. Via’s asset management system will then create an inspection linked to that report. This process applies equally to reports that may later become associated with highway insurance claims.

The two reference numbers you have provided relate to inspections generated in this way and are associated with a highway insurance claim. However, these references relate solely to inspection records and do not represent claim reference numbers.

Claim reference numbers are issued separately by the Council’s Risk and Insurance Team and act as the claimant’s unique identifier. These are not recorded within the asset management inspection system.
Accordingly, we can confirm that:

• The references provided relate to inspection records created in response to reported defects
• They do not identify or correspond to claim reference numbers
• We do not hold additional information within this system regarding the status of any associated insurance claims or any admission of liability

Any information relating to the handling of the claim itself, including outcomes or admissions of liability, is held by the Risk and Insurance Team. Where held, such information would constitute personal data and is therefore exempt from disclosure under the Environmental Information Regulations 2004 (EIR), specifically under Regulation 13(1).

To the extent that such information is held, its disclosure would contravene the principles of the UK General Data Protection Regulation (UK GDPR), in particular the requirement for lawful, fair and transparent processing under Article 5(1)(a).

In addition, where information is not held within the asset management system, this response is provided in accordance with Regulation 12(4)(a) of the EIR, which allows a public authority to refuse a request where it does not hold the requested information.

Further information relating to highway claims may be available via our public disclosure log. You are also welcome to submit a new request for aggregated statistics relating to claims made to the Council.
