Thank you for your request for information relating to NottsBus on Demand Service:

In respect of the contract for the NottsBus On-Demand service, the details we require are:

What are the contractual performance KPIs for this contract

KPIs are not written into the contract.

Suppliers who applied for inclusion on each framework/contract and were successful & not successful at the PQQ & ITT stages.

The contract was not tendered by Framework it was tendered on a Dynamic Purchasing System (DPS) which has been running since 2017.  There are many suppliers who have applied for the DPS and not been successful over the years of the contract. We do not supply the names of bidders/tenderers as we consider this to be exempt under section 43 (commercial interests) of the Freedom of Information Act 2000.*

Price for the highest and lowest bidders for the contract and if the lowest bidder was in fact the bidder who was successful in being awarded the contract.

South Ollerton and Mansfield - £829 and £1,550 - the lowest bid was awarded the contract.
West Rushcliffe - £1236 and £1349 - the lowest bid was awarded the contract.
Newark Nights - £278 and £356 - the lowest bid was awarded the contract.

North Ollerton, South Newark and Central Rushcliffe were direct awarded to our in-house fleet.

Actual spend on this contract/framework (and any sub lots), from the start of the contract to the current date.

£2,368,558.57 for all zones since August 2022 to 10th March 2025

South Ollerton and Mansfield – 18th July 2022 to 18th July 2025 +1 year + 1 year.
West Rushcliffe – 1st April 2023 to 1st April 2026 + 1 year + 1 year.
Newark Nights – 22nd July 2024 to 22nd July 2027 + 1 year + 1 year.

This will be a decision to be made by the East Midlands Combined County Authority (Information Requests - East Midlands Combined County Authority) not Nottinghamshire County Council.

*Exemption Applied - Section 43 - Commercial Interests
Businesses submitting applications for contracts would expect their information to be kept confidential, as it would not be in their commercial interests to reveal to competitors the scope of their interests. The fact of their applying for particular contracts would potentially reveal their geographical interests as well as their potential competitive capacities. Additionally, revealing the names of the successful applicants would give an indication of their competitive pricing approach (we have provided the prices of the winning bids), potentially putting them at a disadvantage when applying for other contracts with ourselves or with other bodies. Revealing the names would also put the Council at a commercial disadvantage as it could reduce the trust of potential business partners when considering whether to bid for work with the Council. While we recognise there is a public interest in transparency and accountability and the publication of the names would achieve this, we believe this is outweighed by the significant public interest in public authorities being able to engage with businesses as a trusted partner and in ways which generate the best value for money for public expenditure. On balance we find that the exemption is maintained.
