FREEDOM OF INFORMATION ACT 2000 – REQUEST FOR INFORMATION REFERENCE FOI/6423

Thank you for your request for information relating to PCNs Issued (2022–2024).

We are now able to provide the following information:

  1. The total number of Penalty Charge Notices (PCNs) issued by your council in each of the following calendar years:
    • 2022 – 48,467
    • 2023 – 53,248
    • 2024 – 60,900
  2. If available, please also provide the number of PCNs issued specifically for parking on double yellow lines in each of those years.
    We would be unable to provide the figures for the number of Penalty Charge Notices issued for specifically double yellow lines as Penalty Charge Notices issued for double yellow lines are issued under code 01 which also includes single yellow lines and pedestrian zones. To find the cases issued for double yellow lines, each case would need to be reviewed separately. With a low estimate of 2 minutes per case and not accounting the time to collate the data, the time would significantly surpass the 18 hour threshold.

I confirm that the authority holds information falling within the description specified in your request. However, we estimate that the cost of complying with your request would exceed the appropriate limit. The appropriate limit has been specified in regulations and for local authorities it is set at £450. This represents the estimated cost of one person spending 2 1/2 working days in determining whether the Department holds the information, and locating, retrieving and extracting the information. Under section 12 of the Freedom of Information Act the Department is not obliged to comply with your request and we will not be processing your request further.
