Further to your request received on 26th February 2026, I confirm that the Council has now considered your request under the Freedom of Information Act 2000.

Questions)
This request concerns performance against pothole repair timescales set out in the Highway Inspection & Risk Manual (HIRM), including where delivery is undertaken by Via East Midlands or any other contractor acting on the Council’s behalf.

Unless otherwise stated, please provide the information for:

2023/2024 (full year)
2024/2025 (full year)
2025/2026 (Q1-Q3)

Please provide figures separately for each period.
 
  1. Pothole Repair Timeliness (Summary KPIs)
Please provide any recorded performance summaries, KPI dashboards, quarterly reports or monitoring reports — whether produced internally or by Via East Midlands — that include:
 
  1. The percentage of pothole repairs completed within the required timescales set out in the HIRM.
 
  1. The percentage of Category 1 defects completed within their required response time.
 
  1. The percentage of Category 2 defects completed within their required response time.
 
  1. The percentage of Category 3 defects completed within their required response time.
 
  1. Any quarterly VIA performance report or Highways KPI dashboard that contains these figures will satisfy this section).
 
  1. Inspection Compliance
For the same periods, please provide:
 
  1. The percentage of scheduled highway inspections completed on time.
 
  1. The number of scheduled inspections missed or completed late, if held.
 
  1. VIA Contract KPIs and Financial Deductions
To the extent that this information is held by the Council or by Via East Midlands on its behalf, please provide:
  1. Any KPI scorecards or performance reports relating to highways maintenance that include pothole repair timeliness or inspection compliance.
 
  1. Details of any performance point deductions, financial penalties, abatements, or service credits applied to Via East Midlands for failure to meet pothole repair or inspection KPIs.
 
  1. Confirmation of whether any contractual KPI failures relating to pothole repair timescales occurred during the periods listed, and the number of such failures.

Answers)
Please find attached the ‘Pothole repair timeliness report’ which contains Key Performance Indicators (KPIs).  KPI’s are used to monitor Via East Midlands (ViaEM) performance to complete works, set out by the policy (below link); however, the KPIs do not form part of the policy itself. 

Highway Inspection and Risk Manual

Details of response times are contained in Section 15, pages 18 & 19.

These are the response times set out in policy; they have remained in place throughout the period of your enquiry timeframe and have not changed since 2018.
